There is a goal for everyone with pre-existing conditions to be eligible for health care by 2017. Half of the “Medicare donut hole,” where many seniors had to face paying for medications somewhere in the middle of coverage, has been eliminated. There is a goal to close this gap completely by 2020, so that older Americans don’t have to worry about sudden medication charges. Since the Affordable Care Act began, some 2,217 U.S. hospitals have been penalized on different levels for excess readmissions, 0 million of which went straight to Medicare funds. It’s not just Obamacare advocates who are pleased with this particular policy. When hospitals deal with patients quickly but the patients are then quickly readmitted, critics charge the hospital is focused more on quantity than quality of care. Signed into law on March 23, 2010, Obamacare is a 906-page document that consists of a long list of provisions that will be enacted a little at a time over 10 years. Some big changes that have already taken place include these rules for insurance companies: • No lifetime dollar limits on essential things like hospital stays. • No excluding people for preexisting medical conditions, except in cases of grandfathered individual health insurance plans for children under 19. • Must cover preventive care and many other routine screenings with no co-charges on all new insurance plans. • Must inform the public when they want to increase rates for individual or small group policies by an average of 10 percent or more. • Cannot drop sick policyholders or have annual spending caps. • Must spend 80-85 percent of premium dollars on health costs and claims, leaving only 15-20 percent for administrative costs and profits, subject to various waivers and exemptions. This year, income taxes will increase 0.9 percent for single individuals making more than 0,000 (0,000 for a married couple filing jointly). Most medical devices will be subject to a 2.3 percent excise tax. And large restaurant chains will be required to display more nutritional information. On January 1, 2017, all these rules may ease up when the federal government allows states to apply for waivers of certain mandates. The state would be responsible for ensuring that its plan matches up on several important factors including affordability, covering at least as many residents, and not increasing the federal deficit. It’s currently under debate if this should be allowed in 2014 instead of waiting until 2017, as a few states have already announced their intentions to waive. 30 CHALDEAN NEWS MAY 2013
