It would also align food stamp payments to the payment methods of other employed consumers and many salaried employees who are paid biweekly or twice-monthly. These recommendations do not alter the amount of food stamp benefits that an eligible household will receive. It simply modifies the regular payment day schedule. As the state no longer issues paper food stamps, modifying posting of EBT payments would not require a significant change in the process, advocates say. Additional costs, if any, of administering the recommended program can be assumed by the money interest the state derives from placing the yet un-posted funds in an interest-bearing account. Federal regulations do not prohibit varying payment distribution in this fashion. The Food Stamp Act of 1977 does not prescribe a specific distribution payment method. Each state is left to administer the federal money for food benefits as it sees fit, subject to approval by the Food and Nutrition Service. The Food Stamp The proposed payment method would allow for more financially sound budgeting and management of monies by those who receive benefits, advocates say. Act of 1977, as amended (Public Law 95-113), only requires each state agency to “submit to the Food and Nutrition Service for approval a plan of operation specifying the manner in which the Food Stamp Program will be conducted in every political subdivision within the state.” Calls to Governor Jennifer Granholm’s office for comment were not returned by press time. Spartan’s Deckow and other advocates are hopeful the system will change. “We realize that the change will take some programming on the part of the state, but we hope that it can be set into a future goal with a timeline for implementation,” said Deckow. “Ultimately, we think that issuing food stamps twice a month will also help clients as they, too, work to budget their dollars over a 30-day time period.” APRIL 2006 CHALDEAN NEWS 47
